Chief of Police Randy Case

Randy Case was born in Jacksonville, FL. After high school, he enlisted in the Marine Corps and served in the Persian Gulf War during Desert Shield and Desert Storm with the 2nd Marine Expeditionary Force – 2nd SRI Group. After leaving the Marine Corps he attended college and obtained a Bachelor of Science degree in criminal justice from Huron University.

His criminal justice career began in 1994 when he was hired by the South Dakota Department of Corrections as an intensive parole agent. He eventually moved back to Florida and attended the St Augustine Technical Center’s law enforcement academy. After the academy he was hired by the Clay County Sheriff’s Office and served as a deputy sheriff. After a short time with the Sheriff’s Office, he was hired by the Orange Park Police Department. While with the Orange Park Police Department he earned a master’s degree in public administration (MPA) from the University of Nebraska – Omaha. Randy attended the Southern Police Institute, earning a graduate certificate in Police Executive Leadership from the University of Louisville and graduated from the Southern Police Institute – Administrative Officers Course. He also served as a law enforcement instructor for several years with the St Johns River State College and his police department.


Over the past 25 years, he has served as a patrol officer, patrol corporal, field training officer, detective, patrol sergeant, administrative sergeant, lieutenant, assistant chief and currently is the Chief of Police for the Orange Park Police Department.

Assistant Chief Cody Monroe

Cody Monroe has served with the Orange Park Police Department since 2007 holding positions with OPPD as a Patrol Officer, Patrol Corporal, Detective, Patrol Sergeant, Administrative Lieutenant and currently serves as the Assistant Chief of Police. Cody served on the Clay County SWAT team for 12 years rising to the role of Team Leader. He serves as the OPPD Public Information Officer managing all media relations and social media content and is the Body-Worn Camera Program Coordinator. Cody is also an instructor for the agency in firearms and active assailant response. He currently serves an advisory board member for the Signal 35 Fund in Clay County. Cody holds a Bachelors and Master’s Degree from American Military University and is a graduate of the FBI National Academy’s 280th Session.

Lieutenant Joel Grant

Joel Grant was born in Jacksonville, FL. After graduating high school, he attended Florida Gulf Coast University in Fort Myers, FL and obtained a Bachelor of Science in Criminal Justice. Upon completion of college, he applied to an officer’s position with the Florida Fish and Wildlife Conservation Commission. His criminal justice career began in 2001 after being hired by the commission and attending the commission’s basic recruit academy in Tallahassee for six months. After graduating from the FWC academy, his first duty assignment was Vero Beach, FL where he served as a marine patrol officer for two years. He then transferred to St. Augustine, FL where he served FWC in the same capacity for an additional two and half years. In 2005, he was hired by the Orange Park Police Department where he served as a patrol officer for approximately three years. He was then promoted to patrol corporal and served in that capacity from 2008 to 2013. In 2013 he was promoted to the rank of patrol sergeant and served in that position until 2025, before being promoted to lieutenant.

His interest in law enforcement training began in 2002 when he attended Field Training Officer. From there, he decided to focus on law enforcement training and obtained multiple high-liability training certificates as an instructor.

In 2024, he began pursuing a graduate certificate at the University of Central Florida in Police Leadership. With over 24 years of law enforcement experience, Joel currently serves our agency as the administrative lieutenant, supervising the detective division, property and evidence, school resource officers and crossing guards.

Communications Supervisor Vickie Thode

Vickie has served with the Orange Park Police Department since January of 1983. She started as a dispatcher and was promoted to supervisor in 1989. She oversees the daily operation of the communications center and it’s seven dispatchers. Vickie is from Jacksonville and graduated from Robert E. Lee High School. Communications in a small agency is multi-faceted. The communication center also handles the daily records request and much more. Vickie is the liaison between the agency and FDLE, DHSMV and LINX just to name a few. She helps to ensure that the dispatchers as well as the officer maintain their certifications in order to operate many programs used on a daily basis. She enjoys serving at her church, crafting, music and most of all spending time with her family and friends.

Management Analyst Stefani Kuhn

Stefani Kuhn serves as the Orange Park Police Department's Management Analyst. Stefani has worked for the Orange Park Police Department since 2009. Stefani manages all the officer certifications, scheduling, payroll, accounts payable for the police department and many other tasks. Stefani graduated from Ridgeview High School in Orange Park and has grown up in this area. She enjoys spending time with her daughter, watching football and weekends!
