Ms. Ray was appointed the Director of Economic and Community Development for the Town in March of 2011. Originally from Dallas, Texas, Ms. Ray relocated to the Jacksonville area in 2009 to work with the engineering and consulting firm PBS&J as a Project Manager for the U.S. Army Corps of Engineer's Everglades Restoration project. During her tenure, she was awarded a Certificate of Appreciation from the Department of the Army in recognition of her team's success in making a significant step toward the restoration of Florida's Everglades.
Ms. Ray also previously served as Assistant Director of Development Services for the City of Rowlett, Texas, where she received numerous awards for her dedication to providing outstanding service to the public, and as a Planner for Lee County, Florida.

Ms. Ray has held leadership roles in managing large-scale planning and development projects, contracts, staffs and budgets. Other areas of her expertise include public involvement, community overlay districts, growth management, smart growth, interagency coordination, land development regulation, and environmental planning.

As Economic and Community Development Director, Ms. Ray is responsible for the administration and management of the Town's Economic Development, Planning and Zoning, Building Permitting, Code Enforcement, Special Events and Culture and Recreation divisions. Her focus is to promote redevelopment within the Town of Orange Park, deliver customer-friendly development processes and provide the community with access to quality amenities.

Ms. Ray is a Certified Planner and Member of the American Institute of Certified Planners and holds a BA (cum Laude) from the University of Texas at Dallas with a major in Environmental and Natural Sciences.
