What does the Code Enforcement Division do?
We are the Code Enforcement Division of the General Services Department. We enforce a wide variety of the Town Code including Chapters 7,15,16,17,19,22, and Appendix A Zoning of the Land Development Regulations. These different chapters of the Town Code speaks to building, housing, noise, nuisances, signs, occupational licensing, and various zoning matters. We also enforce Chapter 12 of the Town Code regarding "Junked and Abandoned Vehicles".

Residential and Commercial Property
The Town of Orange Park Code of Ordinances requires all residential and
commercial properties, including lots and structures therein, be maintained
at a certain level. It covers violations outside the structure from
excessive trash and junk in the yard to making sure a business is properly
licensed to operate within the Town of Orange Park. Violations of Chapters
7,15,16,17,19,22 and Appendix A can be cited to the property owner or the
occupant, and after time is allowed for correction, may be taken before the
Code Enforcement Board for prosecution if not in compliance with said Code.
Junked and Abandoned Vehicles
The Town of Orange Park Code of Ordinances also gives us the ability to cite
and abate "Junked and Abandoned Vehicles". A "Junk Vehicle" is defined in
the Town Code as "a vehicle which is abandoned, dismantled, wrecked, junked,
or non-operating and which threatens or endangers public safety or welfare
or creates a blighting influence upon the neighborhood where the vehicle rests".
Vehicles are also discussed in Section 2.05.08.00 which says that vehicles
that are partially dismantled, or not legally registered and licensed by the
state are not allowed to park or be stored in any zoning district within the
Town. A violation of Chapter 12 of The Town Code can be cited to the owner or
the occupant of the property with a public notice sticker placed on the vehicle
and an official Notice of Violation, and gives a fifteen day period to have
the vehicle operable and/or properly licensed or removed, or the Town of Orange
Park will have the vehicle towed and disposed of at the owners expense. The
Town of Orange Park can also pursue a misdemeanor charge against the vehicle
owner if no corrective action has been made at the end of the fifteen day period.
Code Enforcement Board
Code Enforcement Boards are given jurisdiction over Code Enforcement Actions
within the State of Florida by Chapter 162 of the Florida State Statues.
The Code Enforcement Board is a "Quasi-Judicial Body" who hears Code Enforcement
Cases and makes findings of fact. Based upon the findings of fact, the Board will
make decisions on additional time for compliance or they can impose fines up to
$ 250.00 a day for first time offenders.
